Start it. If it doesn’t start. Press the break 3 times. A common problem in the park avenue models.

having lights come on means nothing. Not having enough charge to activate the starter could be an issue. Get a multimeter and with the meter set at DC voltage, put a probe on each terminal. If your battery is less than 12 volts, then your battery is not properly charged. That could mean either the battery is pooched or you have an alternator going south. My dollar is on your starter as they are prone to failure. Go buy the starter (a rebuilt one is fine) and find a decent local mechanic to put the car up on a hoist and install the new starter…

One way to tell if it is the battery is to turn on your lights, then turn the key to start the car. If the lights dim, or go out, it is the battery. If they stay bright it is good. Now from there it can be a couple things. If it just make a clicking sound it may be the relay. It controls the power to your starter. If it is bad. No power to the starter motor. It can also be the brushes inside the starter motor since it is an older vehicle and they do wear out! You should determine if it is your batt. or not. If it is, replace it. If it isn’t, you should take it to a shop.

I assume this an ongoing problem which almost rules out the battery. if you do not hear any clicking and the lights do not dim try wiggling the gear shift selector. If it starts then you need to check the neutral safety switch.

Maybe you are turning the key to accessories, rather than start?
How about making sure the steering wheel is in the locked position. Rock it back and fourth and try again. I had that happen to me one time.
Hey, it’s just a thought.
